1. Conduct of communication, education and public awareness (CEPA);
2. Strict implementation and enforcement of fishery laws;
3. Strengthening and capacitating of fish wardens/ deployment of fish wardens or bantay dagat; 
4. Allocation of  budget for the fish wardens and FARMC/ Fish association Presidents;
5. Updating/enactment of Fishery Code (municipal and provincial);
6. Establishment of fry banks/nursery and upgrading of provincial fish farms;
7. River dredging / quarry;
8. Employment of climate resilient technologies (aquashade, floating fish cage, modular pond production);
9. Provisioning of faster sea vessels for patrolling and apprehension.
