  1. Conduct of communication, education, and public awareness (CEPA);

Proposed Topics:

a. Advance Information/IEC on ongoing sanitary landfill

b. Fishery Laws and Law Enforcement (Include dealing with illegally

caught fish)

c. Multi Species Training for 2025 (LGU Funded)

d. Aquaculture for inland-FARMC

e. Establishment and management of fry banks/nursery

2. Strict implementation and enforcement of fishery laws;

2.1 Issuance of Municipal Ordinance in relation to RA 10654

(Fisheries Code)

  1. Strengthening and capacitating of fish wardens/ deployment of fish wardens or Bantay Dagat;

3.1 Deputization of Bantay Dagat (to include law enforcement Training and budget allocation)

3.2 Inspections with Dedicated person/examiner for Market

3.3 Provide Funding

3.4 Free life and livelihood insurance for fisherfolks

4. Allocation of budget for the fish wardens and FARMC/ Fish association Presidents;

4.1 Update existing municipal ordinance re:Fishery for the provision of Fund for FARMC

4.2 Include Lambaklad

5. Updating/enactment of Fishery Code (municipal and provincial);

5.1. To include in the budget item of the LGU

5.2. Provision of free Insurance for fisherfolks

5.3 To include Ridge Management and Conduct IEC

6. Establishment of fry banks/nursery and upgrading of provincial fish farms;

6.1 Establishment of Fishpen (Vintar, Sarrat, and San Nicolas)

6.2 Upgrade provincial fishpond to include Batac

6.3 Maintenance of Fish Sanctuary

6.4 Allocation of Funds for Inland Fisheries

7. River dredging / quarry;

7.1 Installation of Trash Traps in Waterways

7.2 Establishment of Fish Ladder

7.3 To include San Lorenzo River

8. Employment of climate resilient technologies (aquashade, floating fish cage, modular pond production);

         8.1 Provision of alternative livelihood for fisherfolks

9. Provisioning of faster sea vessels for patrolling and apprehension.

9.1 Allocate funds

9.2 Include Floating Platforms

10. Establishment of standard protocols for fishery/environmental related emergencies or disasters (oil spill, etc).
