1. Provision by the province of the forum for all the fisheries and environmental problems;
2. Resolution of problems through the adoption of the integrated management approach;
3. Formalizing the resolutions with an agreement;
4. Prioritizing to address the following problems:
   1. Illegal, unreported and unregulated fishing;
   2. Marine pollution;
   3. Encroachment of municipal fishers with the neighboring municipal waters;
   4. Unabated proliferation of illegal fishery structures along Tambak Bay and Caquiputan Channel;
   5. Lack of data sharing from national government agencies and research institutions.
