PANGASINAN
- Provision by the province of the forum for all the fisheries and environmental problems;
- Inter-agency planning and cascading of plans which includes ENRO, CENRO and MAO.
- Conduction of provincial summit
2. Resolution of problems through the adoption of the integrated management approach;
- Harmonize existing networks and identify the lead convenor for ABBAS
- Provision of fingerlings for fishponds located in Sison
- Memorandum on the declaration of the plaza as green belt area and it's subsequent development
3. Formalizing the resolutions with an agreement;
- Identify existing status and issues for the formulation of resolutions
4. Prioritizing to address the following problems:
4.1. Illegal, unreported and unregulated fishing;
- Review and update of the ordinances, which includes issues on IUUF with all the stakeholders.
- Conduct an exit conference for all the LGUs to review the findings to harmonize the law.
- Translate into local language the national and local laws
4.2. Marine pollution;
- Conduct of Water Quality Management Area (WQMA)
- Review criteria and requirements on being a member of WQMA.
4.3. Encroachment of municipal fishers with the neighboring municipal waters;
- Harmonize municipal water boundaries
- Conduct consultation and dialogue leading to unified fishing ordinance
- Cluster planning for BBBIDA
4.4. Unabated proliferation of illegal fishery structures along Tambak Bay and Caquiputan Channel;
- Clarifications on the municipal water Inventory of fishery structure
- Inventory of fishery structure
4.5. Lack of data sharing from national government agencies and research institutions.
- MOA with researchers and include data sharing.
5. Enhancement of fisheries livelihood program
- Facilitate cold storage and post-harvest facilities
- Provision of additional fish aggregating device (payao), fishing boat and patrol boat, gears, fish cages and hatchery
- Policy on price control
6. Conduct of Coastal Resource Education to various schools in the province
7. Tree planting of fruit bearing; forest seedlings in upland areas and tree planting of mangrove seedlings in various coastal and riverbank areas.
8. Conduct of coastal /river clean-up activities
9. Health care program for fisherfolk and all stakeholders in the province of Pangasinan
10. Implementation of Marine Protected Area Network (MPAN) in various coastal areas.
DAGUPAN CITY
- Overall assessment of river systems
- Inventory assessment, zoning, and mapping of fisheries structures
- Registration of aquafarms
- Enhancement of mangrove reforestation projects
- Capacity Development for operators of aquafarms and provision of necessary equipment for self regulation
- Conversion of existing fishery structures into climate-resilient fishery structures
- Fish landing areas/ports (sanitation permits/requirements compliant)
- Alternative livelihood for commercial fishing industry fisherfolks e.g., salt making
- Assistance for the fish processing facilities to be compliant to international food safety standards
- Market linkaging, e.g. Kadiwa,
- Consignation Market compliance with GMP/SSOP Standards
- Establishment of Dagupan Bangus Product Center
- Capacitate and deputize fish
- Organize and strengthen CFARMC
- Creation of City Agri-fishery Council
